That the Chief Executive provide Council with a copy of the Mangawhai Ecocare wastewater scheme finance loan agreement by 20 August 2011.
There is serious concern amongst both the Council and the public over the substantial debt incurred for the Ecocare project, and the implications for future financing and rating.
It is important that both the Council and the public are appraised of the details so as to be able to be properly informed on the issue and to understand the need for planning for future risks to ratepayers.
The Mayor unlawfully censored and excluded this notice of motion from the 22 June Council meeting on the basis that -
“A budget to engage a Treasury Advisor for council has been adopted in the 2011/12 Annual Plan. Philip Jones from PJ & Associates is undertaking a review of the Eco-Care Funding Model and is booked to report back to Council 29 June 2011”
The loan agreement was not provided to Council at the workshop on 29 June 2011. When I subsequently asked the Mayor to see it he said he didn’t have it and cast into doubt whether the agreement even existed.
Motion censored but agreement provided at conclusion of meeting.
